Chief Minister Employment Generation Programme 2024

The Government of Maharashtra has launched the Chief Minister Employment Generation Programme. It is a credit-linked subsidy program for the generation of employment opportunities. These employment opportunities will be generated through the establishment of micro and small enterprises in rural as well as urban areas in the state. The project cost for micro and small enterprises will be limited to 50 lacs. This scheme will be implemented and monitored by the Directorate of Industry under the administrative control of the Industries Department, Government of Maharashtra.

Other than that this scheme will also be implemented through the district Industries Centre, Maharashtra state khadi and Village Industries Board under the control of the Directorate of Industries and banks. The subsidy will be provided through the scheme which will route through the directorate of industries to the identified Bank. Through this scheme, new self-employment ventures will be set up.

  • The maximum cost of a project unit which is admissible under the manufacturing sector is 50 lakh. If the actual project cost is higher than prescribed limit and the applicant seeks to become eligible under the scheme by manipulation then such projects will not be considered
  • The maximum cost of project that is admissible under service sector is Rs 10 lakh
  • The beneficiary contribution will be 5% to 10% as per the categories of the beneficiary and the balance amount of total project cost will be provided by the bank as term loan

Objective Of Programme

The main objective of the Chief Minister Employment Generation Programme is to establish 1 lac micro and small enterprises in the next five years. Other than that through this scheme employment opportunities will generate. Around 8 to 10 lakh youth of the state will get employment for the first financial year. The target is to establish 10000 enterprises in this state. In order to achieve this target, the directorate of the industry will distribute district-wise targets to the agencies. Depending upon the backwardness of the district, unemployment, availability of resources, upcoming technology and population of districts the target will be allocated.

Benefits And Features Of Chief Minister Employment Generation Programme

Monitoring of CMEGP

  • Directorate of industry will be nodal implementing agency of the scheme at state level
  • DOI will serve as controlling and monitoring agency also
  • Directorate of industries will locate target sanction and release required funds
  • The development commissioner will quarterly review the performance and reported it to the Government of Maharashtra
  • The report will include the component wise details of beneficiary indicating the amount of margin money, employment generated and the project setup
  • The targets and achievements will also be monitored at the regional and district levels by the joint director of industries at the head office level

Physical Verification Of CMEGP Units

  • The directorate of industries will verify the unit established and the status of each unit
  • This verification will be done through agencies of state government
  • If necessary the outsourcing will also be done to the professional Institute having expertise in this area
  • Banks will also coordinate the directorate of industries in the physical verification
  • Suitable format will also be designed by the directorate of industries for the physical verification of units
  • Quarterly reports in the prescribed format will be submitted by the directorate of industries to the Government of Maharashtra

Modalities Of Online Process Flow Of Application And Fund Flow Under The Scheme

  • The project proposal will be invited from the potential beneficiaries at the district level through press advertisement, radio and other respected media
  • The scheme will also be advertised through the panchayati Raj institution which will also assist in identification of beneficiary
  • Applicants are required to make online applications
  • Two separate application form will be available for individuals and non individuals
  • The applicant will be provided with user id and password at the time of initial registration for updating or tracking the status of application
  • Applicants will also be provided a unique application ID after the submission of application form along with the required documents which will be used by all concerned agencies as well as Bank for the processing of application
  • The individual applicant should also possess valid Aadhaar number
  • If the applications are filed by non individual then the authorised person is required to submit his or her valid Aadhar number
  • The application form will also have the provision for saving the data entered at any stage
  • The guidelines for filling up of each field will be provided along with the application form

Bank Finance Under Chief Minister Employment Generation Programme

  • Bank will sanction a loan of 90% of the project cost in case of general category and 95% of the project cost in case of special category
  • The term loan disbursement will either be one time or phase wise depending upon the nature of the project
  • The bank is going to finance the capital expenditure in the form of term loan and working capital in the form of cash credit
  • The project can also be financed by the bank in the form of composite loan consisting of capital expenditure and working capital
  • The banks will claim the margin money based on sanction of capital and working capital expenditure of the project
  • The working capital component of the project can be utilised in such a way that at any point of stage it touches hundred percent limit of the cash credit within 3 years of lock in period of margin money and not less than 75% utilisation of the sanction limit
  • If it does not touch the aforesaid limit then the proportionate amount of the margin money will be recovered by the bank or financial institution and refunded to the directorate of industries at the end of the year
  • Normal prevailing rate of interest will be charged by the bank
  • The repayment schedule ranges between three to seven years after the initial moratorium as may be prescribed by the bank or financial institution
  • Necessary guidelines will be issued by the respective Bank to Accord priority in sanctioning project under the scheme

Identification Of Beneficiaries And Project Sanction Process

  • The bankers will involve right from the beginning in order to ensure the bunching of application is avoided
  • All those applicants who have already undergone a training for at least 2 weeks under entrepreneurship development program or residential entrepreneurship development program are not required to undergo entrepreneurship development programme again
  • Such applicants will be given priority in the selection process

Chief Minister Employment Generation Programme Eligibility Criteria

  • The age of applicant must be between 18 to 45 years
  • Special category relaxation of 5 years (SC/ST/women/ex-servicemen/differently abled) is provided
  • Applicants must be residents of Maharashtra. If the birth is outside Maharashtra then the applicant must possess a domicile certificate.
  • There is no income ceiling in order to get benefit of this scheme
  • Only proprietorship, partnership and self help group registered with the respective authority can take benefit of this scheme
  • For those project units who have project cost between 10 lakh to 25 lakh the required educational criteria for the applicant is minimum 7th standard and for project units above 25 lakh the required educational criteria for the applicant is 10th standard. The applicant must also possess the respective skills for the required project
  • Only one person from a family is eligible to take benefit of this scheme
  • The assistance will be provided only for new projects
  • All the registered self help group are also eligible to take benefit of this scheme
  • Those units that have already availed benefit under any government subsidy scheme are not eligible to take benefit of this scheme

Other Eligibility Conditions Under CMEGP

  • Cost of land should not be included in the project cost
  • Long lease or rental workshed or workshop or gala can be included in the project cost subject to restricting such cost to be calculated proportionately on Pro rata basis for 3 years
  • The project cost will include capital expenditure and one cycle of working capital
  • The projects without capital expenditure are not eligible for financing under the scheme
  • Assistance under the scheme is applicable to all the new viable micro, small enterprise including village industries
  • SC and ST applicants will have reservation of 20% of the total yearly target
  • Women applicant will have reservation of 30% of the total yearly target
  • Differently abled applicant will have reservation of 3 % as per the provision of social welfare department
  • For assistance under special category or certified copy of relevant document require to be submit.
